California just put serious money behind clean transportation

In Governor Gavin Newsom’s May budget revision, the state proposed a new Clean Fuel Reward Program aimed at helping local governments transition medium- and heavy-duty fleets to zero-emission vehicles. The program would provide rebates ranging from $7,500 to $120,000 per vehicle and is expected to distribute $250 million this year alone, with more than $1 billion projected through 2030.


For cities, counties, transit agencies, and public fleets, this could become one of the most important funding opportunities in California’s transportation landscape.


The program is expected to be funded through California’s Low Carbon Fuel Standard (LCFS), signaling a continued shift toward using market-based climate programs to directly support fleet electrification. While many incentive programs have historically focused on private operators or required complex competitive applications, this proposal appears designed to give local governments more direct access to funding for zero-emission trucks, buses, and other heavy-duty vehicles.


That matters because medium- and heavy-duty transportation remains one of the largest contributors to air pollution and greenhouse gas emissions across California, especially in communities near freight corridors and industrial hubs.


For public agencies, timing will be critical. Programs tied to state budgets and LCFS funding often move quickly once implementation details are finalized. Agencies that already understand their fleet replacement schedules, infrastructure needs, and funding strategy will be in a much stronger position to act early.
